Error: "Version 1.12 or higher of vctl.dll needed" 
This indicates that multiple copies of the file "vctl.dll" exist on the 
hard disk.  Only one copy should be installed, located in the WINDOWS\SYSTEM
directory.  

Using file manager to search the hard disk, locate all copies of this file. 
Checking the dates for each file, copy the most recent version into the 
WINDOWS\SYSTEM directory and remove all others.
