Equalizer - I cannot find the equalizer 
Most likely, your sound card does not have an equalizer. 
If your sound card does not have an equalizer, it will not appear.

NOTE: In Windows NT 4.0, the EQ will not be available if you have anything
      less than Administrator privileges.
