To enter an eighth-note/quarter-note/eighth-note figure: 

1) Select the Pencil tool. 

2) Select the eighth-note duration. 

3) Enter the first eighth-note on the first beat. 

4) Enter the second eighth-note on the 'and' of beat one. 

5) Select the Pointer tool. 

6) Select the second eighth-note and a popup menu should appear. 

7) From the popup menu, select Duration... then Quarter. 
   You will see two eighth-notes tied together. 

8) Select the Pencil tool and add the final eighth-note
  (on the 'and' of beat two). 

9) Select the Pointer tool and select the two tied eighth-notes. 
   In the popup menu, select Ties, then No. The two tied 
   eighth-notes will be changed to a single quarter-note.
