MIDI - What about it? 
Current sound cards or sound devices no longer offer 'built-on' Hardware 
Wavetable Synthesizers as was the case in the past. All of them use by default
the Microsoft Software Synthesizer: "GS Wavetable SW Synth" with its known
Latency.  Again, the "there's no free lunch" axiom applies.

If however you use the Driver for your USB MIDI Cable, example: 
                 "TB USB MIDI 1x1" 
there should be no latency, because MIDI data is going direct
to the keyboard and the keyboard is playing back.
